The purpose of this AIC is to inform all airspace users about the new criteria for determining the aerodrome operating minima to be used in SISCEAB as of 22 APR 2021 in the respective AIRAC amendment.
The provisions in this AIC apply to SISCEAB users and ATS units involved with IFR operations at Brazilian aerodromes.
AERODROME OPERATING MINIMA
Limits of usability of an aerodrome for:
a) take-off, expressed in terms of runway visual range (RVR) and/or visibility and, if necessary, cloud conditions;
b) 2D instrument approach operations, expressed in terms of runway visual range (RVR) and/or visibility, minimum descent altitude/height (MDA/H) and, if necessary, cloud conditions;
c) 3D instrument approach operations, expressed in terms of runway visual range (RVR) and/or visibility and decision altitude/height (DA/H), as appropriate to the type and/or category of the operation.

2.1. To increase the efficiency of air operations, while maintaining safety levels, a research was carried out on international standards and procedures in order to identify best practices around the world in determining the aerodrome operating minima. This research was focused on finding solutions that make the most of the capacity of the equipment on board, as well as the installed airport infrastructure, with the expected result of reducing the operational impacts for operators and users during operations in adverse weather conditions.
2.2. Accordingly, in 2018, DECEA published the first version of the changes, which brought significant operational benefits.
2.3. Over the time since the implementation of the changes so far, we have collected suggestions from users and made new adjustments to improve the criteria and allow for further improvements.
2.4. As in 2018, the changes related to this subject will be included in AIP Brasil.
2.5. Among the main changes, as a result of the analyzes, the permission for operators subject to RBAC 91 to enjoy the same benefits to those previously provided only for operators subject to RBAC 121 and RBAC 135 stands out.
3.1. The aerodrome operating minima for landing in Brazil were established in terms of visibility or runway visual range (RVR) limits, as appropriate, and ceiling. However, a review of the criteria for determining such minima concluded that the ceiling requirement for these operations should be eliminated. This occurred as of 2018.
3.2. In this context, until all affected charts are updated, the ceiling information will remain on the existing Instrument Approach Charts (IAC). However, it is noted that the aerodrome operating minima for landing do not include the ceiling requirement.
4.1. Since the last modification, carried out in 2018, a single and objective criterion has come into force to determine these minima based on the combination of airport infrastructure, aircraft capacity and type of operation.
5.1. As the update process of all affected charts takes time, the aerodrome operating minima for take-off may be published in the following ways:
a) in the RMK of the SID; or
b) by NOTAM;
a) in the RMK of the SID; or
b) by NOTAM;
5.2. The take-off minima will continue to be determined by the criteria published in Part AD 1.1.4 of AIP-BRASIL and the following actions will remain valid:
a) exclusion of the take-off minima from the RMK of the charts, when applicable, through NOTAM; and
b) incorporation of the information and cancellation of the respective NOTAM as the charts are updated.

6.1. This AIC revoke AIC A 05/21 from 25 MAR 2021.
